【摘要】:ThispartofISO15663providesguidelinesfortheimplementationoflife-cyclecostingforthedevelopmentandoperationofthefacilitiesfordrilling,productionandpipelinetransportationwithinthepetroleumandnaturalgasindustries.ThispartofISO15663isapplicablewhenmakingdecisionsonanyoptionwhichhascostimplicationsformorethanonecostelementorprojectphase.Theprocesscanbeappliedtoawiderangeofoptions,particularlywhendecisionsarebeingconsideredonthefollowing:—theprocessconcept;—equipmentlocation;—projectexecutionstrategies;—health,safetyandenvironment;—systemconceptandsizing;—equipmenttype;—equipmentconfiguration;—layout;—maintenanceandlogisticsupportstrategies;—manningstrategy;—manninglevels;—operationstrategies;—facilitymodifications;—sparesandsupportstrategy;—reuseand/ordisposal.ThispartofISO15663isapplicabletoallprojectdecisions,buttheextentofplanningandmanagementoftheprocesswilldependonthemagnitudeofthecostsinvolvedandthepotentialvaluethatcanbecreated.Theguidelineswillbeofvaluewhendecisionsaretakenrelatingtonewinvestmentsinprojectsorduringnormaloperationtooptimizerevenue.
